Anyone can make a dish provided that they have the proper skills and ingredients.

2) When one cooks food, can one enhance it with magic?

Yes, some food will have special effects.

3) Can one make certain foods with status effects and feed it to monsters (i.e. feed a wolf a steak which causes sleep?)

You can't feed it, but some npc's will eat food they scavenge.
